The Kansas Energy Council was dissolved by Governor Sebelius on December 31, 2008, in Executive Order 08-13.
KEC Planning Schedule for 2008
November 16, 2007- KEC members and staff begin discussion of 2008 priorities.
- Governor notifies KEC of her priority topics/issues for 2008.
- Council reviews revised plan drafts for possible adoption in Kansas Energy Plan 2008 (delivered by early January 2008 to Governor, Legislature, and KCC).
- Council selects priority topics/issues for 2008 and establish standing committees for each.
- Co-Chairs call for volunteers willing to serve on standing committees.
- Staff completes preparation of Kansas Energy Plan 2008 and Kansas Energy Chart Book 2008.
- Co-Chairs appoint chairs for 2008 committees.
- Staff coordinates delivery of Kansas Energy Plan 2008 to Governor, Legislature, and KCC prior to the opening of the Legislature in early January.
- Standing committees meet, as needed, to develop work plan and committee objectives, review any background information or reports, and, if deemed appropriate, develop preliminary policy recommendations or options for consideration by the full Council, beginning in June.
- Staff, with input from standing committees, facilitates the work of the standing committees and develops background information and charts for possible inclusion in 2009 versions of Kansas Energy Plan and Kansas Energy Chart Book.
- Council meets for presentations, updates from staff and committees.
- Staff and committee chairs report on committee work to date on priority topics, summarize background information or reports and any preliminary policy options or recommendations.
- Council reviews preliminary policy options or recommendations prepared by standing committees and offers suggestions for further development.
- Staff, in consultation with standing committees, develops initial working drafts of potential policy recommendations for 2009 Kansas Energy Plan.
- Staff begins work on associated charts for Kansas Energy Chart Book.
- Council reviews and approves, with or without modification, initial plan drafts on priority topics that will be released for public comment. Plan drafts may include both background information and policy recommendations or solely background information.
- Staff prepares plan drafts for public comment period.
- Staff open public comment period, from September 8 to October 10, with news releases and email announcements.
- Staff posts plan drafts on KEC web site.
- Staff participates in public forums on plan drafts during Kansas Renewable Energy & Energy Efficiency Conference.
- KEC holds public hearing to hear comments on plan drafts.
- Following close of public comment period on October 10, staff revises plan drafts in consultation with standing committees.
- Council reviews and modifies revised plan drafts.
- Staff presents background on potential issues for 2009 planning cycle.
- Staff prepares final drafts for Council action at December meeting.
- Governor notifies KEC of any priority topics/issues for 2009.
- Council reviews final draft recommendations for possible adoption in 2008 Kansas Energy Plan.
- Council selects priority topics/issues for 2008 plan development.
- Staff completes preparation of Kansas Energy Plan 2009 and Kansas Energy Chart Book.
